Andrew Faber
Chief Executive Officer
Andrew Faber has served as Chief Executive Officer of SERV since March 2020, after being appointed as a founding Board Director in November 2018. He has played a central role in establishing SERV as a trusted operator of Victoria’s land registry infrastructure, overseeing its transformation following the commercialisation of the Land Titles Office.
With a background in the financial services industry, Andrew has been involved in major infrastructure commercialisations representing over $20 billion of investment by Australian and international superannuation, pension and sovereign wealth funds. These investments have supported critical assets including land registries, airports, seaports, electricity networks, and other essential public services.
Prior to SERV, Andrew was Executive Director at Hastings Funds Management, where he led the Australian investments team. In 2016, he brought Aware Super and other major investors together for their successful $2.6 billion bid for the NSW land registry, later serving as a Board Director of NSW Land Registry Services. In 2018, he supported Aware Super’s $2.89 billion investment in the Victorian Land Titles Office, leading to the creation of SERV.
Earlier in his career, Andrew held senior roles in investment, funds management and legal advisory at Westpac Institutional Bank, further reinforcing his multidisciplinary expertise.
Andrew holds a Bachelor of Commerce and a Bachelor of Laws from University of Sydney, and a Master of Applied Finance from Macquarie University.
Jeremy Staples
General Manager
Finance & Risk Management
Jeremy joined SERV in September 2018. With nearly two decades of experience in the infrastructure sector, Jeremy has led across a broad range of disciplines, including corporate finance, strategic planning, asset management, engineering, and change leadership. His strength lies in delivering commercially sound outcomes within complex, multi-stakeholder environments and driving sustainable value creation.
Before joining SERV, Jeremy held senior roles at Hastings Funds Management, where he was responsible for valuation and asset management of major infrastructure assets including the Port of Portland and North Queensland Airports. At Worley, he provided strategic and commercial advisory services across a variety of industry sectors. Earlier in his career, he worked at a specialist energy consultancy, focusing on project finance and engineering solutions for large-scale energy developments.
Jeremy holds a Bachelor of Commerce (Accounting) and a Bachelor of Engineering (Mechanical) from Monash University, a Master of Philosophy in Engineering from the University of Cambridge, he is a Chartered Financial Analyst (CFA) charterholder, and is a graduate of the AICD.
Lauren Rose
General Manager
Legal & Secretariat
Lauren joined Secure Electronic Registries Victoria as Head of Legal & Secretariat in November 2021 and was promoted to General Manager Legal & Secretariat in April 2024. Accountable for the Legal, Privacy and Company Secretariat functions within SERV, she also brings a broad range of corporate expertise to the executive team that will help deliver SERV’s strategic growth.
With a background in international mergers and acquisitions, joint ventures, regulatory, privacy and data, Lauren is skilled in developing, growing and transforming businesses both in Australia and overseas. She has a diverse range of industry experience from working in various roles with leading organisations such as Nine, Fairfax Media, Cisco Systems, Tabcorp, OneSteel and Warner Bros.
Thriving in innovative and collaborative environments, Lauren drives a highly commercial and risk-based approach across her function areas. She sees her team as a true partner to the business units within SERV and actively supports the delivery of their strategy and desired outcomes.
Along with being admitted to practise law in Australia and California, Lauren holds a range of qualifications and degrees which include Bachelor of Laws and Bachelor of Arts degrees (Monash University), Masters of Business Administration - Executive (University of New South Wales (AGSM), a Graduate Diploma of Applied Corporate Governance (Governance Institute of Australia), and is a graduate of the AICD.
Freya Poulter
General Manager
Human Resources
Freya joined Secure Electronic Registries Victoria (SERV) as General Manager Human Resources in October 2018 and has played a key role in building and evolving the organisation's people, culture and leadership capability since its establishment.
As a member of SERV's Executive Leadership Team, Freya is responsible for the organisation's people strategy, workforce planning, employee experience, organisational development, industrial relations, remuneration, governance and workplace compliance. She works closely with the Board and broader executive team to ensure SERV has the capability, culture and leadership required to deliver its strategic objectives.
Freya is passionate about creating high-performing workplaces where people can do their best work. She has led initiatives across employee engagement, leadership development, performance and career frameworks, flexible work, diversity and inclusion, workforce analytics, and responsible adoption of emerging technologies, including artificial intelligence.
Prior to joining SERV, Freya held senior human resources leadership roles with Australian Red Cross Blood Service (now Lifeblood), Linfox Armaguard, Shell Australia, Ford Motor Company and Pacific Brands. Her experience across highly regulated and customer-focused industries provides a strong foundation for supporting organisational growth, transformation and operational excellence.
Freya holds a Master of Education (Management), Post Graduate Diploma of Education and a Bachelor of Education (Secondary Education) from the University of Melbourne, and is a graduate of the AICD.
Rod Currie
General Manager
Technology
Rod joined SERV as General Manager Technology in July 2026 to lead the technology function and continue SERV’s delivery of secure, reliable and increasingly seamless land registration and information services.
Accountable for the performance, resilience and security of the core technology systems underpinning the Victorian Register of land, Rod is focussed on the needs of SERV’s customers, the State and the Victorian public.
With more than 20 years of experience in leading technology functions with mission-critical responsibilities, Rod has a proven track record across the property, financial services, insurance, telecommunications, manufacturing and utilities sectors. He is recognised for aligning technology investment with business strategy, modernising complex technology environments and building high-performing teams.
Prior to joining SERV, Rod was General Manager, Architecture, Engineering and Platforms at PEXA, where he was responsible for the technology foundations underpinning Australia’s leading digital property exchange network. He also served as Lead Architect for PEXA International, leading the design of the organisation’s next-generation exchange platform to support international growth.
Earlier in his career, Rod held senior technology leadership and architecture roles with National Australia Bank, Nimble Australia, Latitude Financial Services, Insurance Australia Group and Oakton.
Rod holds a Bachelor of Science (Physics, majoring in Computer Science, Communications and Electronics) from Deakin University.
Steve Millward
General Manager
Customer Growth
Steve joined SERV in June 2021. In his role as General Manager Customer Growth, Steve is accountable for the continued growth and success of SERV’s customers through the development of new data products and services across financial services, legal and conveyancing, utilities, and the citizens of Victoria.
Steve has 30 years’ experience working in data across analytics, data products, marketing, commercialisation, technology, and governance. He has held roles in both Australia and the UK, including with Experian, Westfield, Stockland, and Urbis, with most of his career being within the real estate and financial services sectors.
Steve has extensive experience in leadership roles in start-ups and high growth companies such as Data Republic. He also has a strong background in privacy, data governance and data ethics.
Steve holds a Bachelor of Geography from the University of Sheffield in the UK and is a graduate of the AICD.
