Andrew Faber

Chief Executive Officer

Andrew has been involved with SERV since its inception. He was appointed Chief Executive Officer in March 2020, having previously served as a Director of the Board since November 2018. 

Throughout his career, Andrew has seen the way investments by responsible and ethical private investors can help sustain and enhance essential services to governments and communities. 

With a background in the financial services industry, Andrew has been a part of major commercialisations representing more than $20bn of investment by Australian and international superannuation, pension and sovereign wealth funds into land registries, airports, seaports, electricity networks and other essential services.  

Andrew’s previous roles included leading the Australian investments team of Hastings Funds Management as Executive Director. In this role, he brought Aware Super and other investors together in 2016 for their successful $2.6bn bid for the NSW land registry. He served as a Board Director, helping to establish NSW Land Registry Services. 

Then in 2018 Andrew supported Aware Super’s successful $2.89 billion bid for the commercialisation of the Victorian Land Titles Office, which led to the establishment of SERV. 

Prior to Hastings, Andrew worked at the Westpac Institutional Bank in investment, funds management and legal roles. 

​​​​​​​Andrew holds a Bachelor of Commerce and a Bachelor of Laws from University of Sydney, and a Master of Applied Finance from Macquarie University. 

Steve Planincic

Steve Planincic

Chief Operating Officer
Customer Operations and Technology

Steve joined Secure Electronic Registries Victoria in June 2021 as the General Manager for Customer Operations and Technology. He was promoted to the position of Chief Operating Officer (COO) in April 2024. As COO, Steve oversees a broad range of responsibilities at SERV, including customer operations and technology. Specifically, he manages customer operations for Registrations and LANDATA and technology for all core registry and data services. Steve and his team work across SERV to drive strategic outcomes and support the development of innovative new data services and insights.

Steve is a senior technology leader with 28 years’ experience in business transformation, technology program delivery, strategy and consulting in Australia and the UK across sectors including financial services, federal government, and utilities.

Skilled in developing business and technology strategies and designing actionable investment programs, Steve is passionate about delivering sustainable business growth through people and technology.

Recently Steve undertook further qualifications and completed Finance for Executives at INSEAD in Singapore. He also holds a Master of Business Administration (Melbourne University), and Bachelor of Engineering (Electronic Systems), and a Bachelor of Applied Science (Computing) from Queensland University of Technology.

Lauren Rose

General Manager
Legal & Secretariat

Lauren joined Secure Electronic Registries Victoria as Head of Legal & Secretariat in November 2021 and was promoted to General Manager, Legal & Secretariat in April 2024. Accountable for the Legal, Privacy and Company Secretariat functions within SERV, she also brings a broad range of corporate expertise to the executive team that will help deliver SERV’s strategic growth.

With a background in international mergers and acquisitions, joint ventures, regulatory, privacy and data, Lauren is skilled in developing, growing and transforming businesses both in Australia and overseas. She has a diverse range of industry experience from working in various roles with leading organisations such as Nine, Fairfax Media, Cisco Systems, Tabcorp, OneSteel and Warner Bros.

Thriving in innovative and collaborative environments, Lauren drives a highly commercial and risk-based approach across her function areas. She sees her team as a true partner to the business units within SERV and actively supports the delivery of their strategy and desired outcomes.

Along with being admitted to practise law in Australia and California, Lauren holds a range of qualifications and degrees which include Bachelor of Laws and Bachelor of Arts degrees (Monash University), Masters of Business Administration - Executive (University of New South Wales (AGSM), and a Graduate Diploma of Applied Corporate Governance (Governance Institute of Australia).

Steve Millward

Steve Millward

General Manager
Data Services and Insights

Steve joined SERV as General Manager, Data Services and Insights in June 2021. In this role, Steve is accountable for providing strategic and technical insight into the formulation and delivery of the SERV New Data Services strategy.

Steve has 25 years’ experience working in senior analytical, data management and product development roles in both Australia and the UK, including at Experian, Westfield, Stockland, and Urbis, with most of his career in the real estate and financial services sectors.

Steve has extensive experience in leadership roles in start-ups and high growth companies such as Data Republic, where he took new data products and technology to market using data from Westpac, NAB and Qantas. He also has a strong background in privacy, data governance and data ethics.

Prior to joining SERV, Steve was the General Manager, Product and Commercial for Smrtr, a data commercialisation start-up based in Sydney, NSW.

Steve holds a Bachelor of Geography from the University of Sheffield in the UK.

Freya Poulter

Freya Poulter

General Manager
Human Resources

Freya Poulter joined Secure Electronic Registries Victoria as General Manager of Human Resources in October 2018.

Immediately before joining SERV, she was the Regional Human Resources Manager for the Australian Red Cross Blood Service (now LifeBlood), responsible for strategic human resources management of Manufacturing operations and Donor Centre services across Victoria and Tasmania.

Freya is an experienced, senior Human Resource leader, having worked across all aspects of HR strategy in various roles with leading organisations such as Linfox Armaguard, Shell Australia, Ford Motor Company and Pacific Brands. Her experience across multiple industries puts her in a unique position to develop innovative Human Resource strategies for SERV.

Freya holds a Master of Education (Management), Post Graduate Diploma of Education and a Bachelor of Education (Secondary Education) from University of Melbourne.
