SERV has delivered a major uplift in the reliability, security, and performance of Victoria’s land registry services through a strategic modernisation program powered by Amazon Web Services (AWS). 

Working in partnership with AWS, Shine Solutions Group, and the Department of Transport and Planning, SERV has transitioned key platforms—including LANDATA® and the Victorian Online Titles System (VOTS)—to a modern, serverless cloud-native architecture. 

Key outcomes from the program include: 

• 99.99% system availability 
• 50% reduction in performance incidents 
• 99% of property data retrieved within seconds (a 50% improvement since 2018) 
• 3x increase in system release frequency 

These enhancements support over 2.5 million title searches and 1 million property transactions annually, ensuring faster, more dependable access to critical land data for conveyancers, financial institutions, and government agencies. 

SERV’s CEO, Andrew Faber, said the transformation reflects SERV’s commitment to modernising land registry services through scalable, cloud-native technology.

“By investing in scalable, cloud-native technologies, SERV aspires to set a high benchmark in land registry services. This transformation improves how property data is delivered to the community and ensures Victoria remains at the forefront of registry innovation.” 

The modernisation initiative began in 2018 with a “lift and shift” migration to AWS. SERV then led a full architectural redesign using microservices and serverless solutions such as AWS Lambda, Amazon ECS, and Amazon API Gateway to improve scalability and agility. 

Future enhancements are already underway, including a new digital LANDATA® platform, AI-powered development tools, and advanced data solutions to meet Victoria’s evolving property market needs.
