Andrew Faber
Chief Executive Officer
Andrew Faber has served as Chief Executive Officer of SERV since March 2020, after being appointed as a founding Board Director in November 2018. He has played a central role in establishing SERV as a trusted operator of Victoria’s land registry infrastructure, overseeing its transformation following the commercialisation of the Land Titles Office.
With a background in the financial services industry, Andrew has been involved in major infrastructure commercialisations representing over $20 billion of investment by Australian and international superannuation, pension and sovereign wealth funds. These investments have supported critical assets including land registries, airports, seaports, electricity networks, and other essential public services.
Prior to SERV, Andrew was Executive Director at Hastings Funds Management, where he led the Australian investments team. In 2016, he brought Aware Super and other major investors together for their successful $2.6 billion bid for the NSW land registry, later serving as a Board Director of NSW Land Registry Services. In 2018, he supported Aware Super’s $2.89 billion investment in the Victorian Land Titles Office, leading to the creation of SERV.
Earlier in his career, Andrew held senior roles in investment, funds management and legal advisory at Westpac Institutional Bank, further reinforcing his multidisciplinary expertise.
Andrew holds a Bachelor of Commerce and a Bachelor of Laws from University of Sydney, and a Master of Applied Finance from Macquarie University.

Steve Planincic
General Manager
Customer Operations and Technology
Steve joined Secure Electronic Registries Victoria (SERV) in June 2021 as General Manager, Customer Operations and Technology. He is responsible for customer operations relating to the Victorian Register of land and LANDATA®, as well as overseeing the technology platforms that support SERV’s core services.
Steve is a senior technology leader with 28 years’ experience in business transformation, technology program delivery, strategy and consulting in Australia and the UK across sectors including financial services, federal government, and utilities.
Skilled in developing business and technology strategies and designing actionable investment programs, Steve is passionate about delivering sustainable business growth through people and technology.
Recently Steve undertook further qualifications and completed Finance for Executives at INSEAD in Singapore. He also holds a Master of Business Administration (Melbourne University), and Bachelor of Engineering (Electronic Systems), and a Bachelor of Applied Science (Computing) from Queensland University of Technology.

Lauren Rose
General Manager
Legal & Secretariat
Lauren joined Secure Electronic Registries Victoria as Head of Legal & Secretariat in November 2021 and was promoted to General Manager, Legal & Secretariat in April 2024. Accountable for the Legal, Privacy and Company Secretariat functions within SERV, she also brings a broad range of corporate expertise to the executive team that will help deliver SERV’s strategic growth.
With a background in international mergers and acquisitions, joint ventures, regulatory, privacy and data, Lauren is skilled in developing, growing and transforming businesses both in Australia and overseas. She has a diverse range of industry experience from working in various roles with leading organisations such as Nine, Fairfax Media, Cisco Systems, Tabcorp, OneSteel and Warner Bros.
Thriving in innovative and collaborative environments, Lauren drives a highly commercial and risk-based approach across her function areas. She sees her team as a true partner to the business units within SERV and actively supports the delivery of their strategy and desired outcomes.
Along with being admitted to practise law in Australia and California, Lauren holds a range of qualifications and degrees which include Bachelor of Laws and Bachelor of Arts degrees (Monash University), Masters of Business Administration - Executive (University of New South Wales (AGSM), and a Graduate Diploma of Applied Corporate Governance (Governance Institute of Australia).

Steve Millward
General Manager
Customer Growth
Steve joined SERV in June 2021. In his role as General Manager, Steve is accountable for the continued growth and success of SERV’s customers through the development of new data products and services across financial services, legal and conveyancing, utilities, and the citizens of Victoria.
Steve has 30 years’ experience working in data across analytics, data products, marketing, commercialisation, technology, and governance. He has held roles in both Australia and the UK, including with Experian, Westfield, Stockland, and Urbis, with most of his career being within the real estate and financial services sectors.
Steve has extensive experience in leadership roles in start-ups and high growth companies such as Data Republic. He also has a strong background in privacy, data governance and data ethics.
Steve holds a Bachelor of Geography from the University of Sheffield in the UK and is a graduate of the AICD.

Freya Poulter
General Manager
Human Resources
Freya Poulter joined Secure Electronic Registries Victoria as General Manager of Human Resources in October 2018.
Immediately before joining SERV, she was the Regional Human Resources Manager for the Australian Red Cross Blood Service (now LifeBlood), responsible for strategic human resources management of Manufacturing operations and Donor Centre services across Victoria and Tasmania.
Freya is an experienced, senior Human Resource leader, having worked across all aspects of HR strategy in various roles with leading organisations such as Linfox Armaguard, Shell Australia, Ford Motor Company and Pacific Brands. Her experience across multiple industries puts her in a unique position to develop innovative Human Resource strategies for SERV.
Freya holds a Master of Education (Management), Post Graduate Diploma of Education and a Bachelor of Education (Secondary Education) from University of Melbourne.

Jeremy Staples
General Manager
Finance & Risk Management
Jeremy joined SERV in September 2018. With nearly two decades of experience in the infrastructure sector, Jeremy has led across a broad range of disciplines, including corporate finance, strategic planning, asset management, engineering, and change leadership. His strength lies in delivering commercially sound outcomes within complex, multi-stakeholder environments and driving sustainable value creation.
Before joining SERV, Jeremy held senior roles at Hastings Funds Management, where he was responsible for valuation and asset management of major infrastructure assets including the Port of Portland and North Queensland Airports. At Worley, he provided strategic and commercial advisory services across a variety of industry sectors. Earlier in his career, he worked at a specialist energy consultancy, focusing on project finance and engineering solutions for large-scale energy developments.
Jeremy has recently completed the AICD Directors course. He also and holds a Bachelor of Commerce (Accounting) and a Bachelor of Engineering (Mechanical) from Monash University, a Master of Philosophy in Engineering from the University of Cambridge and is a Chartered Financial Analyst (CFA) charterholder.
